A high powered group analyzed more than 3.5 million deaths recorded between 1993 and 2001. They found the overall death rate, from all causes, decreased significantly during that time period among the most educated men and women. In contrast, the death rate, from all causes, actually increased in those with less than a high school education.

One part of the law states that local governments can not reject cell phone towers needed to fill in coverage gaps. It is a type of eminent domain provision for private industry.
